For the first time, Taiwan has started sending a new National Public Safety Guide 2025 directly to 11 million families door-to-door. This guide gives complete information in simple language on what common people should do in situations like war, attacks, cyber attacks, drone intrusions and natural disasters.
This step has been taken at a time when tension is increasing between China and Taiwan. Although China is not named in this Taiwanese book, the threats and scenarios mentioned in it clearly point towards possible attacks from Beijing.
Why did Taiwan have to publish this war handbook?
The Russia-Ukraine war, China’s increasing military activities and tensions in the Taiwan Strait have forced Taipei to take steps towards preparing its citizens. Like Finland and Sweden, now Taiwan is also training common people to survive in war situations. This guide was released for the first time in 2022. But this time it’s been completely redesigned – with graphics, simple tips, and situation-based instructions.
What’s in this handbook?
The guide itself begins with the question, what is your plan if an attack occurs today? In this, people have been asked to decide how many people are there in the house and who needs special care, to keep food items for one week, regular medicines, cash money, charged batteries, radio and landline etc.
Keep one week’s stock at home
Taiwan has advised every household to keep at least 7 days’ stock. Recommended items in the guide include: dry food items like noodles, nuts, chocolate, canned food, 3 liters of water per person per day, gloves, plastic bags, sanitizer, special needs items for elderly and children, gas stove, torch, batteries, water purifier.
If you have to leave immediately, keep your go-bag ready.
The guide states that a go-bag is mandatory for every family. That is, a bag that can be carried immediately to run away in a crisis. It should have two water bottles, instant food items, medicines, documents, identity card, raincoat, strong shoes, whistle, radio, map, power bank. Taiwan has given a special warning that Chinese apps like TikTok, WeChat, RedNote, DeepSeek can leak data. Some Chinese camera devices can also pose a risk.
Not the name of China, but the danger is from it
The attacks mentioned in the guide are:
- Attack on undersea cables and power systems
- No-fly zone under the pretext of maneuvers
- trade barriers in the taiwan strait
- Enemy drone infiltration
- military siege or direct ground invasion
- The south-eastern coast of China and the Taiwan Strait are specifically shown in the map.
